Property Revaluation in Albania 2026 — What Property Owners and Investors Should Know
The 2026 property revaluation process in Albania has officially been activated following the publication of the implementation instruction by the Ministry of Finance and the State Cadastre Agency.
This initiative allows property owners and investors to update the fiscal value of their real estate by paying a reduced 5% tax, instead of the standard 15% capital gains tax applied when selling property.
The measure represents an important financial opportunity for property owners, investors, and the Albanian real estate market, particularly in high-growth areas such as Tirana, the Albanian Riviera, and major tourism destinations.
Property revaluation is a legal and fiscal procedure that allows property owners to update the registered value of their real estate to reflect current market prices.
The process allows owners to:
Update the official property value in government records
Pay a reduced tax on the increase in value
Reduce future capital gains tax when selling the property
This mechanism helps align fiscal values with real market conditions and increases transparency in the real estate market.
Under the new 2026 scheme:
Property revaluation is taxed at 5% of the value difference
Standard capital gains tax remains 15% when selling property
Purchase price: €50,000
Current market value: €100,000
Value increase: €50,000
Without revaluation:
15% tax = €7,500
With revaluation:
5% tax = €2,500
This creates significant financial savings for long-term property owners and investors.

Procedures may continue until March 31, 2027 if tax is paid within the deadline
